THEY HAVE TO COME UP WITH A ACRONYM FOR THAT SOMEHOW VOTED TO CREATE A COUPLE TIERS FOR INSURANCE FOR THE SCHOOL EMPLOYEES. YOU HAD THREE. NOW YOU'RE GOING TO HAVE -- A GOLD PLAN WHICH IS VERY EXPENSIVE HAD NO DEDUCTIBLE AND VERY EXPENSIVE. IT HAS BEEN MOVED DOWN, THE COST CAME DOWN. THE SCHOOL EMPLOYEES IN THE CHEAPEST PLAN WHICH IS THE BRONZE PLAN WHICH WAS DIRT CHEAP IT'S MOVED TOWP A HIGHER HIGHER PRICE UP TO $45 A MONTH AND WE'RE TRYING TO STABILIZE AND REBALANCE THE WHOLE FUND WHICH HAS BEEN IN A DEATH SPIRAL BECAUSE THE PRICES HAVE GONE UP SO MUCH THAT YOUNGER HEALTHIER SCHOOL EMPLOYEES ARE GETTING OUT OF THE SYSTEM WHICH MAKES IT EXPENSIVE FOR EVERYONE ELSE. THIS IS PART OF A LONG PROCESS. WE HAD TWO SESSIONS TALKING ABOUT THIS AND THERE IS MORE WORK TO GET THIS FUND STABLE.

ARE THE RATES FIRM NOW OR IS FURTHER ACTION NECESSARY? THIS IS WHAT TEACHERS AND EMPLOYEES ARE GOING TO BE PAID OR PROPOSED?

I THINK THIS IS IT BUT FURTHER ACTION MIGHT BE NECESSARY.

THAT'S RIGHT. IN THE SESSION PART TIME EMPLOYEES ARE NO LONGER ELIGIBLE. SPOUSES OF EMPLOYEES WHO COULD GET THEIR INSURANCE SOMEWHERE ELSE WERE NO LONGER VARIABLE AND THE COMMITTEE THAT WAS TRYING TO FIX THIS FOR A YEAR AND WILL MEET FOR ANOTHER YEAR AND THERE WILL BE SIGNIFICANT CHANGES HAPPENING AND YOU WILL SEE THAT IN THE NEXT SESSION.

WHEN YOU LOOK AT THIS THERE IS NO FIX, NO SOLUTION, A CONSTANT SHAPE SHIFTING ORGANISM OWING TO RATES GOING UP AND THE NUMBER OF ENROLLEES, UTILIZATION.

THAT'S RIGHT. THE INSURANCE PLANS ARE PART OF OUR HEALTH INSURANCE SYSTEM WHICH WE MAY ALL KNOW IS GOING THROUGH SIGNIFICANT CHANGES RIGHT NOW SO THEY'RE HAVING TO REACT TO THIS ON A CONSTANT BASIS AND THERE IS MORE TO DO.

WE WILL CONTINUE TO FOLLOW. A BIG AND ECONOMIC DEVELOPMENT WEEK LANCE.

YEAH PARTICULARLY THIS WEEK IN REFERENCE TO THE STOCK MARKET WE HAD A PRETTY DON'T DECENT LOSS ON THE DOW AND ONE OF THE WORSE DAYS AND ENDED A DECENT STREAK FOR MARKETS. TAKING THAT NATIONAL PICTURE OF THE ECONOMY THERE ARE A LOT OF FACTORS IN PLAY AND THE MARKETS ARE NECESSARILY THE PLACE FOR LONG-TERM THINKING. THERE IS REACTIONARY TRADING GOING ON. WE HAVE BEEN IN A RALLY MOST OF THIS YEAR AND SOME OF LAST YEAR AND I THINK THERE IS TALK OF A RALLY FATIGUE AND PEOPLE THINKING SOME OF THE STOCKS ARE OVER VALUED AND THERE WAS SELLING BECAUSE OF THAT. THERE ARE ALSO INTERNATIONAL CONCERNS WEIGHING ON INVESTORS' MINDS PARTICULARLY WITH RUSSIA AND THE WEST VERSUS RUSSIA AND IN TERMS OF UKRAINE AND OBVIOUSLY THE TROUBLE IN THE MIDDLE EAST WHICH IS A CONSTANT AT ANY RATE SO YOU HAD A LOT OF THAT AND THEN YOU HAD MIXED ECONOMIC REPORTS THAT CAME OUT THAT I THINK INVESTORS ARE TRYING TO MAKE SENSE OF AND IT ENTERS ON WHAT WILL THE FEDS INTO ABOUT INTEREST RATES? AND THAT'S WHAT IS DRIVING THE RUNNING UP IN THE MARKET AND INVESTORS AREN'T IN FAVOR OF THAT GOES UP AND YOU SAW IN THE GROSS DOMESTIC PRODUCT GO UP AND 4% WHICH IS A BIG NUMBER AND THE LAST QUARTER AND MARRED BY BAD WEATHER AND PARALYZED A LOT OF SECTORS IN THE ECONOMY HIT HARD BY WEATHER AND THAT HURT COMMERCE SO WE HAD A BOUNCE BACK ON THE ECONOMY AND SOUNDS FACE ON ITS FACE BUT INVESTORS THINK A GREAT SIGN OF IMPROVEMENT IN THE ECONOMY IS GOING TO PROMPT THE FED TO DIAL BACK ON THE STIMULUS EFFORTS AND RAISE INTEREST RATE SO ALL OF THAT TOGETHER LEAD TO THIS INTERESTING DAY ON WALLSTREET YESTERDAY AND A LOT OF ANALYSTS THINK THAT WE WILL SEE MORE AND MORE DAYS LIKE THIS AHEAD.

ON FRIDAY MORNING WE HAD A DECENT -- YOU CAN CREATE 300,000 NEW JOBS AND THE ECONOMY AND THAT CAN BE DISAPPOINTING TO THE STREET.

YEAH, FOR THE SAME REASONS. THE INVESTORS WERE LOOKING FOR AN UNEMPLOYMENT NUMBER -- I GUESS THEY WERE CALLING THE GOLDIE LOCKS NUMBER AND NOT TOO GREAT AND NOT TOO BAD AND THEY THINK THEY GOT IT. 209,000 JOBS ADDING IN JULY. THAT IS LESS THAN THE 230 THAT ANALYSTS WERE CALLING FOR AND YOU HAD THE RATE PICK UP A BIT SO IT WASN'T -- IT WAS GOOD IN SIX STRAIGHT MONTHS OF 200,000 JOBS GROWTH PER MONTH WHICH WE LIKE BUT NOT EXPLOSIVE GROWTH FOR THE FED TO HAVE RATES GO UP AND STOCKS LESS ATTRACTIVE AND SO ON AND SO FORTH AND INVESTORS AS WE LOOKED AT THE MARKETS THIS MORNING AS WE TAPE THIS STOCKS ARE FLAT TODAY. IT'S NOT HAD A HUGE REACTION ONE WAY OR ANOTHER AND WHAT EVERYONE WANTED.

EVERYONE IS WATCHING THIS CLOSELY AND WE HAVE SPECIFIC -- FOREIGN POLICY AFFECTS EVERYTHING INCLUDING TRADE AND TARIFF POLICY AND WE HAD EXAMPLES OF THAT RIGHT HERE THIS WEEK.

IN TERMS OF TYSON FOODS.

YEAH, SO A COUPLE OF DIFFERENT FACTORS AT PLAY THERE. LET'S TALK ABOUT SUPER INDUSTRIES AND ROGERS AND A MANUFACTURER IN CALIFORNIA, PUBLICLY TRADED COMPANY. THEY HAVE FACTORS IN THE UNITED STATES, IN FAYETTEVILLE, AND ROGERS AND THEY HAVE THIS PLANT IN MEXICO THAT THEY HAVE BEEN EXPANDING AND EARLIER THIS YEAR THEY BROKE GROUND ON THE EXPANSION IN MEXICO. THIS WEEK THEY ANNOUNCED THEY'RE CLOSING THE ROGERS FACTORY WHICH EMPLOYED 500 PEOPLE AND MOVE MOST OF THE PRODUCTION TO FAYETTEVILLE BUT MOST TO MEXICO WHERE THEY FEEL THEY HAVE A BETTER REGULATORY ENVIRONMENT. THERE ARE CONCERNS -- YOU SEE THIS IN THE ECONOMY AND THAT THE TACT AND REGULATORY STRUCTURE ARE AND TAX STRUCTURE ARE NOT FAVORABLE.

DO YOU MEAN THE PRICE OF LABOR?

THE PRICE OF LABOR AND COST OF BUSINESS IN THE UNITED STATES. HEALTH CARE COSTS AND BUSINESSES COMPLAIN ABOUT IT AND FOR GOOD REASON AND SO MUCH REGULATION UPON THEM WHEN THEY CAN GO TO MEXICO AND GET INCENTIVES AND A WORK FORCE CHEAPER THAN THEY CAN DO HERE SO IT'S DISAPPOINTING. IN NORTHWEST ARKANSAS YOU DON'T SEE A LOT OF COMPANIES LAYING OFF 500 PEOPLE AT A TIME.

NORTHWEST ARKANSAS HAS BEEN GENERALLY IMMUNE TO THAT KIND OF CUT BACK SO IT'S A SHOCK TO SEE THIS. OBVIOUSLY IT'S HAPPENED IN MANY OTHER PLACES AROUND THE COUNTRY BUT FOR BENTON COUNTY IT'S NOT THE NEWS ONE IS USED TO GETTING.

RIGHT. IT WAS A BIT OF SURPRISE BUT IF YOU LOOK AT THE HISTORY OF THE COMPANY THEY HAVE BEEN SCALING BACK OVER THE YEARS AND THEY HAD MORE PLANTS IN ARKANSAS AND URBER AND BATESVILLE HAD A PLANT AT ONE TIME. WE SAW THAT WITH WHIRLPOOL.

EXACTLY.

OUT OF FOR THE SMITH INTO MEXICO AND IT WAS A POWER HOUSE AND WAS PARTICULARLY VULNERABLE TO THOSE SOURCES AS GLOBALIZATION IS TAKING HOLD AND EASIER TO DO BUSINESS IN MEXICO.

WELL, IT'S LOOKING INCREASINGLY THAT WAY. ARKANSAS BEST WILL BE HERE IN ARKANSAS BUT A MAJOR TERMINAL ABOUT 400 PEOPLE, A LOT OF UNION WORKERS AS WELL AND THEY SAID THEY'RE GOING TO MOVE THE OPERATIONS TO MEMPHIS AND THEY PURCHASED LAND AND RECEIVED INCENTIVES FROM THE MEMPHIS INDUSTRIAL CORPORATION THERE TO BUILD A HUB THERE AND IT MAKES SENSE FOR TRUCKING COMPANIES AND PEOPLE IN THE SHIPPING BUSINESS BECAUSE IT'S A CENTRALLY LOCATED AREA AND ARKANSAS BEST TOO IS IN A TURN AROUND. IT'S A TRUCKING COMPANY TRYING TO MAKE THE BUSINESS BETTER AND THEY'RE CLOSING OTHER TERMINALS ACROSS THE COUNTRY TRYING TO GET EFFICIENT AND THIS IS A BYPRODUCT.

YEAH, TRANSPORTATION -- THE ARKANSAS TRANSPORTATION STOCKS HAVE DONE WELL.

THEY ARE IMPROVING AND USA TRUCK IS ANOTHER ONE THAT TURNED IN GREAT EARNINGS AND THE STOCK WAS HEAVILY TRADE THU E -- THIS WEEK AND THEY HAVE A DRIVER SHORTAGE. THEY CAN'T FIND ENOUGH DRIVERS AND THE COMPANIES ARE TRYING TO RETOOL AND DO BETTER AND IMPROVE THEIR BUSINESSES AND THEY'RE MAKING PROGRESS.

AT THE SAME TIME THIS IS GOING ON MR. BEEBE IN THE LAST WEEKS WAS ABROAD TRYING TO PLANT SOME SEEDS OVER THERE TO CULTIVATE WHAT HAS BEEN WATER, WHAT HAS BEEN PLANTED. HOYT, YOU CANNOT NOT GO.

THAT'S RIGHT. IT'S THE WORLD IN WHICH WE LIVE AND BUSINESS IS DONE AND YOU CAN'T BE ISOLATED AT THIS POINT AS LANCE MENTIONED EARLIER GLOBALIZATION IS A REALITY THAT AFFECTS THE ECONOMY, AFFECTS BUSINESS IN A VARIETY OF DIFFERENT WAYS, AND GOVERNOR BEEBE MADE WHAT WILL PROBABLY BE HIS LAST TRADE MISSION I THINK TO SORT OF TRY TO CULTIVATE MORE EUROPEAN BUSINESSES DOING BUSINESS OR LOCATED IN ARKANSAS, AND ANTICIPATES THAT THERE WILL BE SOME SUCCESS RESULTING FROM THAT EFFORT.

ON TO RAW POLITICS. POLLS ALL OVER THE PLACE, STEVE, THE RAITION FOR GOVERNOR, THE U.S. SENATE, THE RACE FOR THE U.S. HOUSE.

YEAH TALK POLITICS AND BUSINESS WITH HENDRIX COLLEGE PUBLISHED SOME POLLS THIS WEEK AND IT'S CLEAR THAT ASA HUTCHINSON HAS A SLIGHT LEAD OVER MIKE ROSS. HE SEEMS TO BE TWO, THREE POINTS AHEAD FOR A WHILE NOW AND THIS POLL WAS UP 46-41 AND THAT'S ENOUGH I THINK TO FINALLY SAY THAT HUTCHINSON IS AHEAD. ON THE SENATE RACE IT WAS MORE OF THE SAME. COTTON 44. PRYOR 42 WHICH IS BACK AND FORTH WITHIN THE MARGIN OF ERROR. THESE WERE LIKELY VOTERS BY THE WAY. INTERESTINGLY ON THE SENATE RACE YOU HAD -- EXCUSE ME, YOU HAD THE POLL ALSO INCLUDED THE THIRD PARTY CANDIDATES AND ON THE SENATE RACE THE GREEN PARTY CANDIDATE IS GETTING 4%, THE LIBERTARIAN IS GETTING 3%. THAT 7% WILL DROP BEFORE IT'S OVER BUT IN A RACE THIS CLOSE 7% YOU HAVE TO WONDER IF THAT COULD HAVE AN EFFECT IF WE GET INTO A SITUATION THEY'RE NECK AND NECK AT THE END.

YEAH. NOT MUCH WONDER ABOUT IT HOYT IF IT'S THAT CLOSE.

WELL, IT IS THAT CLOSE. EVERYTHING THAT WE OBSERVE AND KNOW SUGGESTS THAT IT IS THAT CLOSE. ANOTHER WILL SHOW PRYOR WITH A SLIGHT LEAD AND THAT HAS BEEN ONGOING NOW FOR A LONG TIME, SO NOTHING REALLY SURPRISING THERE OTHER THAN THE FACT THAT WE STILL GOT THREE MONTHS TO GO OF A BARRAGE OF TV ADVERTISING AND EFFORTS TO SOMEHOW GET IN THAT FIRST POSITION.

IT'S NOT ARKANSAS POLITICS AS WE GREW UP WITH HOYT.

WELL, IT'S NOT BECAUSE THE -- IN MANY WAYS WE COULD CONDUCT THE CAMPAIGNOS TELEVISION RIGHT NOW.

AND THE DEMOCRATIC PRIMARY.

YEAH, WELL, THERE IS STILL THAT ELEMENT OF RETAIL POLITICS IN ARKANSAS AND ACTUALLY WE COULD TALK ABOUT SOME OF THE THINGS. ALTHOUGH AS STEVE INDICATED THE POLLS SUGGEST THAT ASA HUTCHINSON HAS A CLEAR IF SMALL LEAD. HUTCHINSON HAS ENCOUNTERED SOME DIFFICULTIES THAT WERE OUTSIDE THE REALM OF THE TELEVISION CAMPAIGN SHOWING THAT SOMETIMES THESE OTHER -- WELL, WE WILL SEE. WE DON'T KNOW WHETHER THEY WILL HAVE MUCH IMPACT BECAUSE I THINK THE TWO THINGS, THE PROPERTY TAX MISPAYMENT OR MISDECLARATION OR WHATEVER YOU WANT TO CALL IT THERE, AND THEN THE FARM BUREAU FUMBLE WHICH I DON'T THINK ANY OF THOSE NECESSARILY HAD FACTORED INTO THAT POLLING ON THE GOVERNOR'S RACE. ARE THOSE LIKELY TO BE FATAL EVENTS, FATAL INCIDENTS? PROBABLY NOT, BUT IT DOES SHOW SOMEHOW THAT HUTCHINSON'S HOLD OR GRIP IS NOT AS FIRM AS IT MIGHT BE AND THOSE KINDS OF THINGS CAN ADD UP OVER A PERIOD OF TIME. WE WILL SEE IF THEY REALLY HAVE THAT MUCH EFFECT.

HE'S DEALING WITH AN AGGREGATE HERE BUT STEVE THE RACE IS STILL FLUID.

YOU MEAN THE HUTCHINSON ROSS RACE FOR GOVERNOR?

AND COTTON PRYOR.

THAT'S RIGHT. HUTCHINSON RAN INTO PROBLEMS AND IT'S REPORTED HE DID TAKE AT THIS TIME HOMESTEAD TAX CREDIT FOR TWO OF HIS HOUSES, ONE IN BENTON COUNTY AND ONE IN PULASKI COUNTY. LEGALLY HE IS ONLY ALLOWED TO DO ONE AND IT WAS DISCOVERED BY THE DEMOCRAT-GAZETTE AND REPORTED ON AND HUTCHINSON DIDN'T KNOW HE HAD DONE THIS SO HE SAID -- OR [INAUDIBLE] INITIATE IT AND HE SAID YES, I DID. IT WAS AN HONEST MISTAKE BASED ON ALL OF THE REPORTING. THE ROSS CAMPAIGN IS CALLING HIM A TAX CHEAT ON THIS. IT'S A PRETTY STRONG STATEMENT. I DON'T SEE HOW THIS HAS A HUGE EFFECT AND YOU'RE TALKING ABOUT A 350 TAX CREDIT FROM A MAN THAT MAKES IT IN A FEW MINUTES IN THE SPEECH AND THERE GOES I FOR NOT PAYING THE TAXES. SO MANY TAX LAWS TO COMPLY WITH MISTAKES CAN BE MADE. ON THE OTHER HAND THERE ARE SEVERAL THINGS THAT HUTCHINSON HAS GONE THROUGH LATELY THAT ROSS HAS BEEN ABLE TO ATTACK SO IT'S STILL A WAY TO THE ELECTION.

I KEEP SEEING WHAT IS GOING TO MOVE THE NEEDLE IN THE RACE YET. I DON'T THINK WE KNOW YET. I DON'T THINK THERE IS AN ISSUE OR MOMENT THAT CAST THE DYE FOR HOW THE REST OF PLAY OUT. FOR ALL THE MONEY AND AIR EXPENDED ON IT I DON'T SEE MUCH DIFFERENTIATION JUST YET. THERE IS THE OBVIOUSLY POLICY AND DIFFERENTIATIONS OF COURSE BUT DOESN'T SEEM TO BE A DRIVING THEME TO THE RACE.

AND IT HAS PENSION SMOOTHING WHICH ENABLES COMPANIES NOT TO SPAY INTO THE FUNDS AS MUCH THEY WOULD HAVE AND TO INCREASE THE TAXES AND OF COURSE THEY WILL HAVE TO PAY THAT MONEY BACK AND REDUCE REVENUES AT THIS POINT, SO IT'S BEEN CALLED A GIMMICK BY EVERYBODY, BUT IT DID PASS AND IT'S GOING TO THE PRESIDENT'S DESK AND WE WILL ABLE TO FUND THE HIGHWAYS UNTIL MAY OF NEXT HERE.

WE HAVE A IMMIGRATION BILL OUT -- NO, WE DIDN'T.

THE POLITICAL THEATER THAT SUBSTANCE TAKES A BACK SEAT OR NO SEAT AT ALL TO POST POSTURING AND THAT IS SUCH A DOMINANT FEATURE IN WASHINGTON AND WE HAVE THE CIRCUS OVER THE IMMIGRATION AND IT'S A CRISIS. WE HAVE A HUMANITARIAN CRISIS. WE HAVE CHILDREN ON THE BORDER AND WE HAVE TO DEAL WITH IT AND WHAT APPEARS TO BE THE FINAL ANALYSIS FOR NOW EVEN IF THE HOUSE DOES SOMETHING TODAY THE SENATE HAS GONE HOME WHICH OF COURSE THE WHOLE BUSINESS OF THE RECESS HAS GIVEN ALL THE LATE NIGHT COMEDIANS ENOUGH TO TALK ABOUT FOR SOME DAYS AHEAD. IT'S REALLY A VERY SAD SITUATION WHERE NOTHING REALLY CAN GET DONE WITH THE RARE EXCEPTIONS OF SOMETHING LIKE THE VETERANS OR THE HIGHWAYS MAYBE. FINALLY THOSE GET SOME FORM OF AGREEMENT, BUT THIS IMMIGRATION ISSUE IS JUST ANOTHER AND WE SAW IN THE HOUSE THEY WERE ALL SET TO MOVE AHEAD AND THEN APPARENTLY TED CRUZ SEEMS TO BE THE GENIUS AT CREATING TRAIN WRECKS I GUESS OF WHATEVER HE IS HE THROWS TO THROW A MONKEY WRENCH INTO THINGS SO EVEN IF THE HOUSE --

HE WOULD SAY STANDING ON PRINCIPAL.

SURE STANDING ON PRINCIPAL AND THAT'S ALL PART OF IT BUT CAN EVERYBODY STAND ON PRINCIPAL? IF THAT WAS THE CASE THERE WOULD NEVER BE ANY AGREEMENT ON ANYTHING.

ONCE AGAIN WE SEE -- AS HOYT JUST NOTED AN HUGE INTERPARTY SCHISM ON THE GOP SIDE AND SOME ON THE DEMOCRATIC SIDE AND THAT IS OBVIOUS IN THE ARKANSAS DELEGATION IN THE HOUSE VOTES STEVE ON SOME OF THESE MATTERS.

ON THE IMMIGRATION BILL IT WAS SPLIT. YOU HAD PRYOR, WOMACK AND GRIFFIN WHO WERE WILLING TO PASS IT AND THE OTHERS AGAINST T I THINK ON THE HIGHWAY BILL EVERYONE VOTED FOR IT, I THINK AND ON THE VA BILL YOU HAD CRAWFORD ONE OF THE REPRESENTATIVES OF THE HOUSE OF FIVE THAT VOTED AGAINST THE VA BILL SO I THINK OUR DELEGATION IS GENERALLY MORE HARMONIOUS THAN MOST. IN FACT THE DEMOCRATS HAD A STORY OF WHAT BUDS PRYOR AND [INAUDIBLE] ARE BUT THERE IS DISAGREEMENT THERE TOO.

HERE IS AN EXAMPLE LAST NIGHT I GOT A PRESS RELEASE FROM SENATOR BOOZMAN DENIES BLANK CHECK FOR BORDER CRISIS. THIS IS HIS VOTE FOR THE IMMIGRATION BILL WHICH SOME OF HIS COLLEAGUES WERE BEGGING TO GO THROUGH AND THEN JUST A LITTLE LATER I GET A PRESS RELEASE VOTING FOR THE VA REFORM BILL AND SOME OF THE COLLEAGUES ARGUE IT'S A BLANK CHECK.

ADDS TO THE DEFICIT.

AND IT CAME OUT OF HIS COMMITTEE.
