HELLO AGAIN EVERYONE.  THANKS FOR JOINING US FOR ARKANSAS WEEK. AND AT OUR NEW TIME. IT'S OUR FIRST BROADCAST OF THE NEW YEAR OF 2014 AND IT WILL BE A BUSY ONE.  MICHAEL HIBBLEN JOINS US FROM KUAR WHERE HE IS NEWS DIRECTOR AND FROM THE UNIVERSITY OF ARKANSAS POLITICAL SCIENCE AND JOURNALISM DEPARTMENT HOYT PURVIS, LANCE TURNER REPORTER FOR ARKANSAS BUSINESS -- EXCUSE ME, AND WE THANK EVERYONE FOR COMING IN.  WHAT A FINE DILEMMA AT THE CAPITOL, THE LIEUTENANT GOVERNOR MICHAEL CONTINUES TO BE -- I THINK IT'S FAIR TO SAY AN EMBARRASSMENT OF HIS OWN PARTY AND A DELIGHT FOR THE OPPOSITION PARTY AND AT THE TIME OF THIS BROADCAST HE ISN'T BUDGING.

YEAH, TUESDAY AFTER WEEKS OF SPECULATION WHETHER HE WOULD RESIGN AFTER ACCEPTING 11TH CAL VIOLATIONS FROM THE ARKANSAS ETHICS COMMISSION AND DARR SAT DOWN WITH REPORTERS AND GIVE INTERVIEWS WITH ORGANIZATIONS AND ESSENTIALLY SAID HE'S NOT GOING TO REALLY SIGN.  THIS IS NOT A MAJOR SCANDAL AND HE STILL HAS SUPPORTERS BEHIND HIM. THIS WAS ACCOUNTING ERRORS AND MISTAKES HOW HE RESPONSIBLED THIS BUT INSISTED HE WILL NOT RESIGN.  OF COURSE THE POLITICAL PLEASURE CONTINUES TO BUILD. IT HASN'T BEEN JUST DEMOCRATS, A LOT OF PEOPLE WITHIN HIS OWN PARTY SAYING HE SHOULD STEP DOWN FOR THE GOOD OF THE STATE.  I SPOKE WITH BRUCE WESTERMAN, THE REPUBLICAN LEADER OF THE HOUSE ON TUESDAY, AND HE SAID IMPEEVEMENT IS INEVITABLE AND THERE WILL BE ENOUGH VOTES IN THE SCMOWS THAT WILL MOVE IT TO A TRIAL IN THE SENATE, SO THE PRESSURE CONTINUING TO MOUNT AGAINST MARK  DARR.

I WAS GOING TO SAY DARR RHYMES WITH BIZARRE AND THIS HAS TAKEN ON INCREDIBLE PROPORTIONS WHEREAS MICHAEL SAID IT'S NOT JUST DEMOCRATS.  WHEN YOU GET THE REPUBLICAN CONGRESSIONAL DELEGATION, THE ENTIRE DELEGATION AND AS WELL AS SOME OF THE CANDIDATES ON THE REPUBLICAN SIDE ASKING HIM TO STEP DOWN AND HE'S RIGHT THERE IS A SOLID MAJORITY SUPPORTING HIM RIGHT NOW BUT THERE IS NO EVIDENCE. WHO IS SPEAKING UP ON HIS BEHALF?  NOBODY AT THIS POINT.

AND ALSO TO NOTE THE DEMOCRAT-GAZETTE NOTE MAYBE RETHINKING THE POSITION AND LAMOUREUX AND MAYBE DIDN'T WANT TO GO THERE WITH THE IMPEACHMENT PROCESS.  HE WAS NOT INTERESTED IN GOING THERE JUST YET AND THE PAPER REPORTS TODAY THAT LAMOUREUX IS PROBABLY AMONG THE PEOPLE LOBBYING MARK DARR LET'S END THIS AS SOON AS WE CAN AND SAVE PEOPLE A LOT OF GRIEF.

IT'S EMBLEMATIC IT TAKES A WHILE, THE TIME CAN VARY FOR AN EVENT OR A SERIES OF EVENTS TO TRICKLE DOWN INTO THE BROADER PUBLIC CONSCIOUSNESS SO PERHAPS MR. DARR HASN'T SEEN THE GROUND SWELL THAT HE RESIGN BUT THE GROUND IS GETTING DAMP, THE GREATER IT GOES ON THE GREATER THE PUBLIC ENTRY.  PART OF  THE CUROS ITD AND THE DEMOCRATS ARE SHOCKED BY THIS.

AND WHEN WE GET TO THE KEY ELECTIONS.  IT WAS REPUBLICANS WHO WERE LICKING THEIR CHOPPING GOING INTO THEIR CYCLE AND YOU HAD MISEP STEPS ON THE PART OF SOME DEMOCRATS AND.

AND MARTA SHOT OF NER AND THAT IS COMING UP THIS SUMMER AND THE HALUM REPRESENTATIVE WITH ISSUES THERE.  THE MARK DARR TAKES THE AIR OUT OF ALL OF THAT AND MITIGATES ANY CRITICISM THEY WERE GOING TO DELIVER.

IT'S IMPORTANT THERE IS NO DISPUTING THE FACT HE ACKNOWLEDGING BRINGING THE LAW -- I THINK 11 SEPARATE INSTANCES OF CAMPAIGN LAWS AND HE ACKNOWLEDGED THAT AND ACCEPT THE FINE BUT IT'S ALMOST LIKE COMPARTMENTALIZED AND IT'S ONE WORLD.

THERE ARE CAMPAIGN MONEY AND TAXPAYERS DOLLARS.

REIMBURSEMENT.

AND MONEY HE SHOULDN'T HAVE TAKEN.

RIGHT.

AND YOU HAVE THE LIEUTENANT GOVERNOR'S OFFICE AND PEOPLE WONDERING IF WE NEED IT AND THIS MUCH TROUBLE FOR THIS OFFICE FOR RISK AND REWARD, IS IT WORTH IT?

AND THE FACT THIS IS THE HIGHEST FINE FOR AN ELECTED OFFICIAL WHICH IS INTERESTING BECAUSE YOU HAD PAUL BOOKOUT AND MORE BLATANT AND BUYING HOME THEATER EQUIPMENT AND EXPENSIVE CLOSING AND DARR WAS COVERING MORE DAY TO DAY EXPENSES BUT DOING IT IN WHAT WAS DETERMINED TO BE A HIGHLY UNETHICAL WAY BUT THE FACT THIS IS THE HIGHEST FINE [INAUDIBLE] AND TELLING AND REPUBLICANS ARE VERY UNCOMFORTABLE ABOUT THIS AND WHEN I TALK TO LAWMAKERS THEY DON'T TAKE JOY AND CRINGE WHEN YOU BRING UP DARR.  I KNOW WESTERMAN WAS THAT WAY.  IT'S UNFORTUNATE FOR REPUBLICANS TO SAY THIS FOR A MEMBER OF THEIR OWN PARTY BUT THIS COULD CLEARLY DO DAMAGE AND IF THEY RALLY BEHIND HIM IT WILL NOT LOOK GOOD IN AN LAKZ YEAR.

IN THE EVENT MR. DARR STEPS DOWN THERE REMAINS THE QUESTION HOW TO FILL THE OFFICE.  SET ASIDE WHETHER IT SHOULD BE FILLED IT'S THERE SO I THINK MR. BEEBE ACKNOWLEDGES THE CONSTITUTION OF THE LAW IS NOT CLEAR WHETHER THE STATE WOULD HAVE TO CALL A SPECIAL ELECTION. PAIR THENICALLY ONE OF THE REASONS HE SAID HE WON'T STEP DOWN IS THE COST OF THE SPECIAL ELECTION.  COULD WE GET AWAY WITHOUT HAVING ONE LEGALLY SPEAKING?

I FORGET THE DAYS.

150 DAYS.

150 DAYS.  SO THERE IS DISCUSSION WHEN SHOULD MARK DARR RESIGN?  SHOULD HE STAY IN OFFICE AND HAVE AN ELECTION IN NOVEMBER, BUT THE GOVERNOR ASKING APPARENTLY THE ATTORNEY GENERAL ABOUT THIS AND HAD HOUSE SPEAKER DAVY CARTER SAID HE WAS HOPING TO APPOINT A COMMISSION TO LOOK AT IMPEACHING DARR. YES WE HAVEN'T HAD ONE SINCE THE CONSTITUTION WAS WRITTEN AND WE HAD NEARLY HAD ONE IN 96 AND IMPEACH OF GOVERNOR GUY TUCKER AND HAD APPROVAL OF THE PEOPLE COME TOGETHER AND MIKE HUCKABEE BEING SWORN IN AND TUCKER AND YOU HAD ALL OF THE PLAYERS THERE AND THEY WERE PREPARED TO HURDLE  TO SEE HOW TO GO FORWARD BUT WE HAVEN'T HAD THIS.

AND YOU HAVE TO GO WAY BACK IN TIME FOR THE LAST STATE OFFICE.

WE HAD SOME EXPELLED FROM THE STATE LEGISLATURE.  DOESN'T RESONATE TOO MUCH BUT --

ALSO AT THE CAPITOL THIS WEEK AT LONG LAST THE INDIVIDUALS WHO COMPLAIN THAT THEY WERE DENIED THEIR DAY IN COMMITTEE, LET'S STYLE IT THAT WAY.  GOT IT THIS PAST WEEK WHEN LEGISLATURE'S JOINT PERFORMANCE REVIEW COMMITTEE HEARD FROM EVERYONE IN THE CONTROVERSY.

YEAH, SIX PEOPLE TESTIFIED ANSWERING QUESTIONS.  IT WAS FIVE HOURS OF CONTRADICTORY STATEMENTS, ACCUSATIONS BACK AND FORTH AND YES WE HAD FOR THE FIRST TIME BRAD SHOOT WHO LEAD THE FUNDRAISING DIVISION THERE AT THE UNIVERSITY OF ARKANSAS AND JOYCE SHARP, NEITHER WHO HAD SPOKEN PUBLICLY ABOUT IT AND IRONICALLY BRAD WAS SEATED NEXT TO DAVID GEARHEART RIGHT THERE AT THE TABLE AS THEY HAD VERY CONTRADICTORY STATEMENTS, THROWING THE BLAM BACK AND FORTH AT EACH OTHER, BUT YOU HAD HIM SAYING HE WORKED WITH THE NUMBERS HE WAS GIVEN AND REALLY THE PROBLEM CAME FROM INSTITUTIONAL PROBLEMS WITH FINANCES AT THE UNIVERSITY. YOU ALSO HAD JOYCE ELLIOTT WHO PRETTY MUCH ACKNOWLEDGED MAKING ACCOUNTING ERRORS.  SHE SAID SHE FELT OVER WORKED AND MADE MISTAKES IN THAT TIME.  SHE WAS REALLY THE ONLY ONE THAT DIDN'T PUT THE BLAME ON ANYONE ELSE AND YOU HAD DAVID GEARHEART SAID THAT BRAD SHOOT WAS PRETTY MUCH TO BLAME AND HE DIDN'T PROPER OVERSEE HIS DIVISION SO IT WAS INTERESTING.  WHERE IT GOES FROM HERE IS UNCLEAR.  SOME REPRESENTATIVES, REPRESENTATIVE MARK LOWRY I AM PARAPHRASING "CLEARING FROM ALL THIS SMOKE THERE IS FIRE"  AND HE WANTS TO CONTINUE TO INVESTIGATE THIS. A LOT OF TALK ABOUT CONTINUING THIS BUT NO REAL DECISION ON HOW TO GO FORWARD WITH THIS WHERE THERE'S OTHER PEOPLE THAT ARE SAYING WE JUST NEED TO MOVE ON.

YOU NOTICED THAT THE CHANCELLOR GEARHEART AND HE WERE SITTING NEXT TO EACH OTHER AND SEEMS THAT THE OPTICS WERE MORE INTERESTING THAN WHAT CAME OUT OF THE HEARING.  I DIDN'T HEAR IT.

THIS WAS REHASHED AND EVEN BRAD SHOOT WHO DIDN'T SPEAK AT THE LAST COMMITTEE MEETING WHERE HE WAS EXPECTED TO SPEAK AND HIS PRESENTATION GOT OUT SO EVERYONE WAS FAMILIAR WITH WHAT HE WAS GOING TO SAY.  JOYCE ELLIOTT WAS REALLY THE ONLY ONE THAT NEVER SPOKEN BEFORE AND SHE CONFIRMED AND HER ROLE IN THIS, AND YEAH IT WAS MORE ABOUT SEEING SIX PEOPLE WHO WERE UNCOMFORTABLE SHARING A TABLE IN FRONT OF A COMMITTEE FACING QUESTIONS AND AT TIMES IT GOT INTERESTING.  I THINK THERE WAS A LEGISLATOR WHO SORT OF PINNED A LOT OF STUFF ON GEARHEART AND SAID YOU KNOW THE COMMON THREAD IN ALL OF THE ISSUES SEEMS TO BE, DAVID GEARHEART, AND I THINK EVEN ASKING IF HE WILL RESIGN, OR DOES HE HAVE THE CONFIDENCE TO LEAD, AND GEARHEART SAYS HE WON'T RESIGN AND THAT HE CAN LEAD THE UNIVERSITY AND IT WAS ABOUT BRAD AND DAVID GEARHEART SITTING NEXT TO EACH OTHER AND HOW THEY'RE WORLDS APART IN THEIR VIEW.

WHAT DO WE THINK THIS SIGNALS SUGGESTS, IF ANYTHING, FOR THE LEGISLATURE'S APPROACH TO HIGHER EDUCATION?  THERE IS ALWAYS RUMBLING ABOUT LAYERS OF MANAGEMENT AND REDUNDANCY AND THEY GENERALLY GET THEIR IMPROVEMENTS AND CAPITAL IMPROVEMENT MONEY IF IT'S AVAILABLE.  LEGISLATORS HAVE A INTEREST IN THE PROPRIETARY HEALTH IN THE CAMPUSES AND IT WORKS BOTH WAYS.

I THINK IT'S UNCLEAR AT THIS POINT AND ON LAWMAKERS MINDS AT THIS POINT AND WHY THERE IS SO MUCH CONCERN BUT DAVID GEARHEART SAID CHANGES HAVE BEEN IMPLEMENTED SINCE THIS HAPPENED TO TRY TO KEEP THIS HAPPENING AGAIN.  HE ALSO ESSENTIALLY SAID THAT WHILE HE WASN'T RESPONSIBLE FOR THIS HE APOLOGIZED REPEATEDLY DURING THE HEARING. SAID AS CHANCELLOR I AM ULTIMATELY RESPONSIBLE FOR THIS, BUT CLEARLY SAID HE DIDN'T OVERSEE THE DEPARTMENT BUT IT'S A CONCERN FOR A LOT OF LAWMAKERS.  A LOT HAD POINTED QUESTIONS ABOUT THAT AND WE WILL SEE IF CHANGES  ARE IMPLEMENTED.

WE KNOW HIGHER ED IS A PRIORITY FOR THE GOVERNOR IN THE UPCOMING BUDGET.  HE HASN'T SHARED A LOT OF DETAILS BUT HE IS TALKING ABOUT MONEY FOR TWO AND FOUR YEAR COLLEGES AND WE WILL SEE WHAT HAPPENS THERE AND THE DIRECTOR OF HIGHER EDUCATION WAS IN ATTENTION TAKING NOTES AND WE WILL SEE WHAT IT BRINGS TO BEAR.  THE OTHER PIECE OF THE PIE IS THERE IS THE QUESTION OF PERJURY DID DAVID GEARHEART ORDER THE DESTRUCTION OF DOCUMENTS PRIOR TO FOI AND SOME SAY HE DID AND DAVID GEARHEART SAID HE DIDN'T AND THERE IS A QUESTION BEFORE THE PROSCULATOR WHETHER HE WILL LOOK AT THIS AND THAT'S THE LAST PIECE.

GRAND JURY AT THIS POINT SEEMS GREAT IMPROPPABLE.

HE SAID, SHE SAID IS TOUGH IN A CLOSED MEETING LIKE THAT.

YEAH, WE WILL GO ON AND THAT TAKES US TO THE LARGER ECONOMY. WE HAVE A JOBLESS REPORT AND WE WON'T GET ARKANSAS LANCE FOR SEVERAL DAYS AND THE U.S. HAS BEEN DISAPPOINTING AND YET IT HAS BEEN IN RECENT YEARS A DECIDEDLY A MIXED BAG AND GALLOP HAD A SURVEY AND OPTIMISM GETTING HIGHER AND YET WE HAVE PEOPLE LEAVING THE WORK FORCE.

YEAH AND WE HAD A REPORT THIS WEEK FROM ADP AND A PAYROLL COMPANY AND THEY SHOWED ADDING 200,000 AND TODAY IT WAS FROM THE LABOR DEPARTMENT 74,000 JOBS AND WE WERE  ADDING MANY MORE JOBS AND THIS TOOK THE WIND OUT OF PEOPLE'S SAILS THIS MORNING.  THERE IS A REASON TO THINK IT'S AN ANOMALY, A BAD SITUATION AND WE HAD WEATHER THAT AFFECTED JOBS AND HOW YOU COLLECT THE INFORMATION FOR THE SURVEY AND THE DISTURBING THING IS THE HEAD LINE AND THE UNEMPLOYMENT RATE AND WHICH IS 6.7% AND THE LOWEST IT'S BEEN SINCE 2008 AND PEOPLE REFLECTIVELY SAY THAT'S GREAT BUT NO THIS SAY FUNCTION OF PEOPLE "PARTICIPATING IN THE WORK FORCE"  AND MAYBE UNEMPLOYED AND NOT LOOKING FOR A JOB AND YOU FALL OUT OF THAT SURVEY AND THERE IS AN INDICATION PEOPLE ARE UNEMPLOYED AND NO LONGER LOOKING FOR A JOB AND QUICKLY BECOMING PART OF THE LONG-TERM UNEMPLOYED GROUP OF PEOPLE WHICH HAS BEEN AN ISSUE SINCE THE RECESSION SET IN SO A LOT OF FACTORS CAN BE AFFECTED BY THIS.  THE FED DECIDED TO BACK OFF STIMULUS OF LOAN BUYING PROGRAMS AND THEY SAW THE REPORTS AND JOBS  ARE GOING ALONG WELL SO WHAT DOES THE FED DO NOW?

UNDER A  A NEW CHAIR.

HARD TO MAKE SENSE.

YOU HAVE MARKETS BULLISH.

THERE IS A SLOW DOWN BUT LAST YEAR --

YEAH.

AND YOU HAD COMMERCE REVISING GDP LAST YEAR ON FIRE.

YEAH, I DON'T KNOW.  THIS IS ONE REPORT IN A STRING OF MANY. YOU ALWAYS NEED TO TAKE A STEP BACK AND WAIT FOR ALL OF THE DATA POINTS YOU CAN BEFORE A DETERMINATION BUT IT'S GIVING PAUSE TODAY.

WE HAVE DATA POINTS AND THE REPORT FROM THE STATE WHICH CAME OUT A FEW DAYS AGO AND HAVEN'T HAD A CHANCE TO TOUCH ON.

YEAH, WE HAD A SLIGHT UP TICK IN REVENUE AND BECAUSE OF SECURITIES MONIES, SO THAT GOT OUR NET GENERAL FOR THE MONTH, THE $472 MILLION.  THAT IS UP OVER LAST YEAR BUT JUST A TINY OF FORECAST AND WE CONTINUE TO SEE THE FLAT GROWTH MONTH TO MONTH AND WE'RE CALLING FOR MORE OF THAT IN THE NEW FISCAL YEAR AS WELL SO NOTHING CRAZY ORDINARY OUT OF THE LAST REPORT. THEY ADJUSTED THE FORECAST FOR THINGS LIKE THE GOVERNMENT SHUT DOWN WHICH TOOK PLACE SEVERAL MONTHS AGO BUT IT'S SORT OF -- ONCE AGAIN SLOW STEADY, NOT SOMETHING TO WRITE HOME ABOUT BUT NOT TERRIBLE.

AND [INAUDIBLE] WITH THE ARKANSAS LEGISLATURE WHICH BEGINS IN A MONTH OR TWO.

IT WILL, YEAH.

IN THE UNITED STATES SEPTEMBER THERE WAS -- AS THERE OFTEN IS A SPLIT ON A CLOTHURE VOTE EXTENDING THE UNEMPLOYMENT BENEFITS.  MR. BOOZMAN NO. MR. PRYOR AYE.

THE SENATE IS MIRED IN THIS ISSUE OF JOBLESS BENEFIT EXTENSIONS AND THERE WAS A PROCEDURAL VOTE WHICH ESSENTIALLY WHAT THE SENATE DOES THESE DAYS.  THERE WERE SIX REPUBLICANS THAT JOINED THE DEMOCRATS GIVING THEM ENOUGH VOTES TO MOVE AHEAD ON THIS, AND PRYOR WAS VOTED WITH ALL THE OTHER DEMOCRATS AND BOOZMAN WAS NOT ONE OF THE SIX REPUBLICANS WHO VOTED WITH THE DEMOCRATS IN THIS CASE, AND THAT'S PRETTY CONSISTENT WITH THE PATTERN THAT WE ARE OBSERVED OVER THE LAST FEW YEARS.

AND WE HAVE MINIMUM WAGE STILL PENDING OVER THERE.  WHO KNOWS WHEN THEY WILL GET TO THAT, BUT THERE WAS ALSO THIS. CSPAN JUNKIES COULD WATCH THE SENATE YESTERDAY BORROWING TAXPAYERS DOLLARS FOR JUDICIAL NOMINEES THAT ARE DUSTINED TO BE APPROVED UNDER THE NEW SENATE RULES BUT TWO IN ARKANSAS HAVE BEEN CAUGHT UP IN THE INTERNAL POLITICS AND JUDGE MOODY AND JUDGE [INAUDIBLE] FOR THE DISTRICTS.

YEAH, AND THESE ARE CANDIDATES ON BOTH THE SENATE -- BOOZMAN AND PRYOR SAID THEY WANT SUPPORTING AND BIPARTISAN SUPPORT JT CHUCK GRASSLEY REPUBLICAN FROM IOWA AND NOT HAPPY WITH OTHER THINGS IN THE SENATE DECIDED TO PLOK ALL JUDICIAL NOMINEES SO WE HAVE A SITUATION WHERE THERE IS NO OPPOSITION TO THESE WELL QUALIFIED CANDIDATES SUPPORTED BY BOTH ARKANSAS SENATORS YET A SENATOR FROM IOWA CAN USE HIS AUTHORITY TO BLOCK -- AT LEAST FOR THE TIME BEING THESE NOMINATIONS FROM GOING FORWARD AND SAD TO SAY THAT IS ALL TOO TYPICAL WHAT HAPPENS IN THE SENATE AND THE CONGRESS GENERALLY.

THE VETTING IS MR. MOODY, MR. BROOKS WOULD WIN CONFIRMATION.

IT WILL PROBABLY HAPPEN BUT THERE IS NO GUARANTEED.

AND IT'S COMPLICATED BECAUSE JUDGE MOODY BECAUSE HIS TERM HAS AN ELECTED JUDGE IN ARKANSAS IS NEARING ITS END DOES HE FILE FOR REELECTION?  DOES HE WAIT? WHAT?  HE'S SORT OF IN LIMBO FOR THE TIME BEING.

DEFINITELY IN LIMBO, YES.

OTHER POLITICS NOW.  WE'RE IN THE EVEN YEAR NOW GUYS SOMEONE NOTED THAT MR. BEEBE MADE A COMMERCIAL -- NOT THE FIRST ONE BUT A BLOWING ENDORSEMENT OF MIKE ROSS, THE PRESUMPTIVE NOMINATION AND HOYT RAN --

YEAH, THE TIMING WAS INTERESTING AT LEAST FOR MOST TEAM.  THE FIRST TIME THEY SAW THIS TV AD AND GOVERNOR BEEBE ENDORSES STRONGLY MR. ROSS CAME DURING THE "GO DADDY BOWL"  AND ARKANSAS STATE WAS PLAYING AND WON THE GAME AND PEOPLE IN EASTERN ARKANSAS ARE WATCHING THE GAME WITH A STATE PLAYING IN THE GAME AND IT WAS GOOD TIMING AND IF I CAN SAY IT KICKED OFF THE CAMPAIGN SEASON I MIGHT SAY.

IT'S INTERESTING TOO AND GOVERNOR BEEBE IN THE LAST COUPLE OF ELECTION CYCLES REALLY HASN'T WENT OUT AND CAMPAIGNED ON BEHALF OF DEMOCRATS.  HE'S STEPPED BACK SO FOR HIM THE OPENING, THE FIRST AD FOR THE GOVERNOR AND MAKING A GLOWING ENDORSEMENT OF MIKE ROSS IS INTERESTING.

HE'S OBVIOUSLY TRYING TO PASS ON THE EXCEPTIONAL GOOD WILL  I THINK HE HAS FROM THE PEOPLE OF ARKANSAS.  HE HAS A FAIRLY HIGH --

70% OR SO.

RIGHT AND IMPART THAT ON.

AND ALSO BECAUSE WE HAVE SEEN SO MUCH ON THE U.S. SENATE RACE IT WAS KIND OF GOOD TO BE REMINDED --

GOVERNOR'S RACE COMING UP AS WELL.

AND OF COURSE PROFOUNDLY IMPORTANT TO THE INTERNAL AND EXTERNAL -- BUT PARTICULARLY THE INTERNAL POLITICS OF THE STATE. YOU MENTIONED THE RACE AND NO INDICATION IT WILL DO ANYTHING OTHER THAN EASILY BREAK A RECORD FOR FEDERAL ELECTIONS.

YEAH, NO DOUBT IT'S GOING TO BE THE MOST EXPENSIVE ELECTION IN ARKANSAS AND RANK HIGH INITIALLY DESPITE THE FACT WE'RE A RELATIVELY SMALL STATE BECAUSE THERE IS NO MUCH ATTENTION, SO MUCH EXTERNAL MONEY THAT BE PORED INTO THIS CAMPAIGN AND YEAH JUST A STEADY BARRAGE OF TV ON THE SENATOR RACE.

ON A PER CAPITA BASIS AND THE POPULATION AND THE STATE EASILY.

AND TOM COTTON IS OPENING HIS CAMPAIGN HEADQUARTERS THIS WEEKEND.
